What the licence is actually worth

Shuffle is a licensed operator whose paperwork survives inspection and whose independent standing is poor. Both halves are true at once, and a reader deciding whether to deposit needs them in that order.

The licence, checked at the regulator

The number the operator publishes on its licence page is OGL/2024/1337/0628 for games of chance. It resolves. The Curacao certificate portal names shuffle.com as an operation of Natural Nine B.V. under company number 160998.

It gives the legal basis as the National Ordinance on Games of Chance, P.B. 2024 no. 157, and shows the authorisation as granted on 16 October 2024 with status Active.

The same number appears at row 486 of the regulator's published OGL licence registry, snapshot dated 20 August 2026, against Natural Nine B.V. as a B2C company with registration 160998, issued December 24, 2025, expiry recorded as N/A and status recorded as Indefinite.

The enforcement register snapshot of 10 July 2026 carries no entry for the company or the brand.

Two caveats belong with that. The two regulator documents disagree with each other on when the licence began, one saying October 2024 and the other December 2025, and neither explains the difference.

And the regulator itself warns, on its licence register index, that a published overview of this kind is no assurance that the entries inside it remain valid. A register hit is therefore evidence that an authorisation exists, not proof it is in force today.

The corporate record

Natural Nine B.V. holds registration 160998 at the Curacao Chamber of Commerce and Industry Commercial Register, with an address at Korporaalweg 10, Willemstad, and the AML policy describes it as incorporated in Curacao in 2022. Clause 1 of the Terms of Service names the same entity, and the terms in force are version 1.91, March 2026.

What is not published anywhere is ownership. No shareholder, no group structure and no ultimate beneficial owner appears on any Shuffle page or in the register entry, so there is no way to see who stands behind the balance you deposit.

No second licence exists either: no Malta, Great Britain, Ontario or business to business authorisation is published, and the operator's own licence explainer restates the single Curacao permission.

Contradictions inside the operator's own pages

• The regulator is called the Curacao Gaming Control Board on the licence page, while the regulator's certificate uses Curacao Gaming Authority.
• The homepage advertises session time limits, while the Responsible Gaming policy and the limits article document only wager limits, loss limits, self exclusion and account closure. Trust the policy, not the marketing.
• The payments guide counts 21 supported assets where the help centre lists 20.
• Clause 15 refers to a complaints procedure that does not load at the address given for it.
• SHFL Convert is run by the SHFL Foundation and expressly sits outside the Curacao licence, so part of what looks like one product is not covered by the permission the site advertises, per the conversion article.

The independent picture

There is no Trustpilot score to quote. At 22 August 2026 the Trustpilot profile showed a warning flag, the statement that the rating is unavailable because of a breach of guidelines, and a panel saying a number of fake reviews had been removed.

A cached capture of the same profile dated 27 February 2026 showed 3.1 from 928 reviews, which is the last observable figure and is not a current one.

In its place, Casino Guru scores a Safety Index of 4.8, labelled Low, advises players to avoid the casino, logs 2 complaints in its database carrying 6,471 black points, and states that the casino withholds payouts in complaints at a high rate for its size.

The separately listed SHUFFLE Casino AU property sits at 4.7 Low with 91 black points. AskGamblers lists 24 complaints, 18 resolved and 5 unresolved, overwhelmingly about payouts stuck in review.

What recourse you have

Less than the licence implies. Governing law and jurisdiction are Curacao under clause 17.1. No adjudicator is named in the terms, the complaints policy is unreachable, and the enforcement register shows the regulator has taken no published action against this operator, which cuts both ways.

Realistically your leverage is a written complaint to the published address, then a public case file on a complaint platform, where cases have been paid after publication and others have closed with a finding that the operator acted within its terms. Deposit only what you are prepared to have held while somebody reviews it.
